Finland's asemapiirros is one of the official main drawings for a building permit — and since the Rakentamislaki took effect in 2025 it must normally be prepared and signed by a qualified designer.
Can you draw it yourself in Finland? #
Generally no. The asemapiirros is one of the main drawings (pääpiirustukset) for a building permit (rakennuslupa), and the main drawings must be prepared and signed by a qualified designer — a rakennussuunnittelija / pääsuunnittelija meeting statutory competence requirements.
Under the Rakentamislaki (Building Act 751/2023), in force since 1 January 2025, the designer's competence must be demonstrated with a separate competence certificate (pätevyystodistus) for anything above the minor ("vähäinen") difficulty class. The party undertaking the project (rakentamishankkeeseen ryhtyvä) is legally obliged to engage competent designers (RakL 91–92 §). Data-model and machine-readable design provisions followed in January 2026.
A homeowner may prepare the drawings only for minor works. For anything else, hire a qualified designer.
What the asemapiirros must show #
Scale 1:200 or 1:500, showing the plot, the proposed and existing buildings, boundaries, distances, access and levels, in line with your municipality's rakennusvalvonta requirements.
Where to get the base map #
From the municipal building-supervision or city-survey office (rakennusvalvonta) — for example Helsinki's Karttakori building-permit map at 1:500.
Note that this is not the National Land Survey. Maanmittauslaitos maintains national cadastral and property-boundary data (viewable in Karttapaikka), but the specific building-permit base map is a municipal product.
How to submit #
Through Lupapiste.fi, the service used by most Finnish municipalities. It is operated by a private company on official rails and is the standard channel.
