The kommune supplies an official situasjonskart. You — the tiltakshaver — draw the situasjonsplan on top of it. For small, simple projects you can do the whole application yourself.
Can you draw it yourself in Norway? #
Yes, for small and simple projects. The situasjonsplan is prepared by the tiltakshaver (the applicant) or their agent. For works listed in SAK10 §3-1 you can file a søknad uten ansvarsrett — an application without a responsible professional — and draw the plan yourself. Larger or structural projects require an ansvarlig søker.

What Norway requires #
Two documents, and the distinction matters:
- Situasjonskart — the official base map supplied by the kommune, with public planning constraints already drawn in: property boundaries, building lines (byggegrenser), utilities and contours. Under SAK10 §6-3 the municipality must supply this when processing an application.
- Situasjonsplan — the drawing you produce, typically at 1:500, showing the proposed works on that base with distances to boundaries and neighbouring buildings.
The situasjonskart must be no older than one year. Norwegian municipalities state this explicitly — for example Bærum: "Situasjonskartet som ligger til grunn for utarbeidelse av situasjonsplanen skal ikke være eldre enn 1 år." The newest and most accurate available map basis must be used.
Building-quality regulation is set nationally by the Direktoratet for byggkvalitet (DiBK); submission requirements come from byggesaksforskriften (SAK10).
Where to get the base map #
From your municipality's map portal — often free self-service; some kommuner charge via e-torg.no. Kartverket's norgeskart.no can also print base maps, but for an application use the municipal situasjonskart.
How to submit #
ByggSøk has been retired. Submissions now go through solutions built on DiBK's Fellestjenester BYGG — for example byggesoknaden.no, eByggesøk/Norkart and EG Byggsøk. These support søknad uten ansvarsrett. Oslo has its own solution.
