You may prepare the situatietekening yourself, and the base data you need — the kadastrale kaart and BGT — are free open data via PDOK, the same source municipalities use.

Can you draw it yourself in the Netherlands? #

Yes. Applicants may prepare the situatietekening themselves. You are responsible for its quality and completeness, and it must meet the requirements of the Omgevingsregeling and NEN 2574 for building drawings. Using a professional is common but not mandatory for simple work.

  2. Fill in the details — Your drawing details appear in a correct title block.

What the Netherlands requires #

The situatietekening is a required part of the application, at scale 1:500 or 1:1000, showing:

  • Plot boundaries with the cadastral designation
  • Existing buildings
  • New or changed buildings
  • A north arrow and the scale

Where to get the base map #

Base data are the kadastrale grenzen and the BGT from the Kadaster, served openly via PDOK — the same source municipalities use. Topographic backgrounds come from the BRT.

Cost, per Kadaster tariffs:

  • Kadastrale kaart via PDOK — free open data.
  • Formal Kadastrale-kaart extract ordered from the Kadaster: €18.40 by e-mail.
  • Standard eigendomsinformatie: €3.70 per object.

How to submit #

Since the Omgevingswet took effect in 2024, applications go through the national Omgevingsloket, part of the Digitaal Stelsel Omgevingswet (DSO). The Kadaster is the development and management partner. Further guidance: iplo.nl.
